Policy

Policy is deterministic and evaluated in a fixed precedence order. The same Financial Intent, active policy and relevant budget state produce the same decision.

Implemented rules cover daily and monthly budgets, per-transaction caps, asset, network, destination and action allowlists or blocklists, approval thresholds and x402 autopay caps. Time windows, vendor abstractions and arbitrary minimum values are not implemented.
